Since 2005, Sincerus personnel supported the International Criminal Investigative Training Assistance Program (ICITAP) in Ukraine. Situated in the U.S. Department of Justice and supported by the U.S. Department of State, the U.S. Agency for International Development and the U.S. Department of Defense, ICITAP works with foreign governments to develop professional and transparent law enforcement institutions that protect human rights, combat corruption, and reduce the threat of transnational crime and terrorism. Recognizing a lack of in-house technical capability to implement construction efforts in Ukraine to help build its border security capacity, Sincerus began working with U.S. Embassy Kyiv, the U.S. Department of State’s Export Control and Related Border Security Program (EXBS) and the Ukrainian maritime border security. Kevin Keeler, the Maritime Advisor of EXBS, lauded Sincerus’ support in enhancing the maritime border guard’s operational capabilities via training, equipment, and modern facilities, thus enabling them to respond faster and more effectively to crises.

“Sincerus’ people, who have been on the ground here, working day-in and day-out, with their Ukrainian counterparts made sure the construction was not only meeting Ukrainian standards but U.S. standards as well. They made it simple. If I had questions or concerns, I’d address it with them directly. It was critical that they partner with us,” Keeler noted of Sincerus’ work. “And without ICITAP or Sincerus, we would not be talking about this. This is the largest program that EXBS has ever undertaken.” [JL1] Sincerus and EXBS’ maritime border operations include projects in Mariupol, Berdyansk and Odessa.
Other ICITAP initiatives in Ukraine included strengthening the Government of Ukraine’s Police Patrol Service through recruiting, selecting, and training more than 5,000 officers. This led to a significant increase in Ukrainians’ trust in the patrol. Additionally, Sincerus partnered with the State Customs Service of Ukraine on regulatory reform in trade and transportation issues and supported the Government’s development of an integrated information system for cross-border shipments.
